Attached vs Detached: What Changes
An attached garage shares a wall, and usually air, with your living space, so the code treats its floor as part of the house envelope: vapor retarder under the slab, and that 4 inch sill step protecting the door into the residence. Ground moisture rising through an attached garage slab does not stay in the garage, it shows up as humidity, rusted tools, and musty storage.
A detached garage is legally allowed to be simpler. Evanston's amendments exempt detached and unheated accessory buildings from the vapor retarder, and for a cold shell that stores a car, that is a reasonable saving. The exception we flag: if you ever plan to heat the space, run a workshop, or convert above it, build the floor like it is conditioned space now. The plastic sheet you skip today cannot be installed under the slab later.
